You were concerned that your laptop would only charge at 50 watts irrespective of which charger or cable you used. Its possible your laptop was already partially charged and it would only draw 50 watts from the chargers as that was all it required. Also, as you mentioned, the charging circuitry in the laptop will be controlling the amount of power (watts) that gets drawn from the charger and delivered to the laptop.
The power drops when two devices are plugged in because your phone can only accept 5 or maybe 9 volts and the computer can accept 15, 19, or 20 volts. When only the computer is plugged in, the anker charger is putting out 15 or 20 volts - whatever it negotiated with the computer's battery over the USB C data connection. Check the specs on the black brick that came with the computer for what that voltage is. When the phone is plugged in, the anker can only output one voltage, so the voltage drops to accommodate the lower power device and the current stays at the max (likely 3 amps).

The reason why it went to 30 watts is because it’s a 60 watt charger so with two devices it splits it in half to 30 and that’s what they state on the actual product so it still works as advertised

Charging the laptop while charging the phone via laptop would use 50W.. However, that wasn't the point..

I was wondering...is 60w charging for an iPhone to much? Because I don't want my new iphone to get damaged with heat or something. All I know is that the original iphone fast chargers can adjust the amount of power so it doesn't get damaged. But I really don't want to spend a ton of money on them.

Well you also have to factor in that the phone won’t allow for that much power
Bottom port is 60w not the top.
